For the Sake of Weakening People's Army and National Security Guarding Police of North Korea

The Policies by Present Regime of North Korea cannot be Changed by Diplomatic Means


What can we do in order to rescue abducted Japanese and liberate political prisoners in North Korean concentration camps?

 I would like you to note that both abduction and severe human rights violation are the policies fulfilled and performed by North Korean authorities.

It is evident that North Korean authorities do not change their policy and line only by diplomatic dialogues. As everybody knows, many dialogues have been done by governments of Japanese, South Korea, and the U.S.A.

Many mutual statements and declarations have been made, but North Korean authorities have broken almost all the agreement. Six party talks have given no effect to change North Korean military prior policy.
 


Money and Military Strength are those North Korea wants and believes in


What is most important for North Korean authorities is money and military strength. North Korean authorities has stressed that Kim Jong Il has developed a line of military prior policy since Kim Il Song era.

 North Korean authorities sometimes pretend to obey the agreement and keep the promise in order to get money and food from other countries. North Korea breaks the agreement after obtaining money and food.

This is what Japan, South Korea, the U.S.A., and China have experienced during when they negotiated with North Korean authorities.

We must conclude that we have to change the present North Korean regime into democratic one in order to rescue abducted Japanese and liberation of political prisoners.


The Oppression Mechanism of North Korea and Concentration Camps



The power of present regime of North Korea crucially depends on the oppression mechanism such as both People’s Army and the National Security Guarding Police.

According to the verbal evidence of many people fled from North Korea, the National Security Guarding Police can arrest people and bring them to concentration camps without holding a court.

In concentration camps, it is said that political prisoners are made to work hard only with a small amount of food. In order to survive, political prisoners have to eat some pieces of corn in dung of ox. The survivors of North Korean concentration camp say that they had to eat corpse of rats.

Loyalty of people of the National Security Guarding Police and People’s Army might be based on their education since their childhood. North Korean people believe that they should obey all the orders given by Kim Il Song

In addition to this, people of the National security Guarding Police are endowed with more affluent food and clothes by North Korean authorities.

 In North Korea, many kinds of food and clothes are given to the elite class as the presents from Kim Jong Il or Kim Jong Un. Then, what can we think the financial origin of the presents from Kim Jong Il and Kim Jong Un?

In order to look into this problem, we need to investigate the flow of foreign currencies of North Korea.

The Financial Origin of the Presents by Kim Jong Un



As is well known, China is the biggest partner of trade for North Korea. China imports coal and crude ironstone from North Korea. This contributes to maintain North Korean present regime.

North Korean authorities send many workers to foreign countries and make them do hard labor such as construction in order to obtain foreign currencies. Some associates of the General Association of Korean Residents in Japan, Chosensoren, have brought much money by both legal and illegal means.

Foreign currencies brought by many means are paid to the Room Number 39 which governs the foreign currency in North Korea. According to the testimoney of defectors from North Korea, the Room Number 39 allocates foreign currency in order to import special food and clothes from foreign countries with the permission of Kim Jong Il.

Then food and clothes are allocated to the elite as the present of Kim Jong Un. This is the financial origin of the presents by Kim Jong Un.


Weaken Loyalty of Elites by Decreasing the Flow of Foreign Currencies into North Korea




We can weaken loyalty of elite of both Peoples Army and the National Security Guarding Police by decreasing the flow of foreign currencies into North Korea.

 As is well known, the amount of foreign currencies is the key point of maintaining dictatorship in developing countries. Dictators must obtain foreign currency in order to give his subordinates many kinds of pleasure and presents.

The same is true of North Korean present regime.

 Many types of economic sanctions to stop the flow of foreign currencies into North Korea are needed. I would like to stress that the following policy should be examined by the government of Japan.


(1)  Firms that have close contact with the Room Number 39 should be prohibited from making deposits of all the banks in Japan.

(2)  People who are under the severe control of North Korean authorities should be prohibited from making deposits of all the banks in Japan.


In order to perform these policies, many laws should be corrected and made. I would like to insist that this is the work of the Japanese statesmen. The statesmen should contribute to guard the nation.
